Respect dashboard user configuration and make it changeable

https://github.com/nextcloud/server/pull/42973 opens up the API so we can access the user configuration of the dashboard. It should be available in Nextcloud 30. Not only should the current configuration be respected but the user should also be able to change the configuration.
