Disable functionnalities (images, tracks ...) at admin level

It would be nice to be able to disable some functionnalities globaly at admin level.

Is your feature request related to a problem? Please describe. When you have lots of photos in your cloud, if you try to activate images display in maps it will take all server + client ressources. This might take a very long time during which nextcloud becomes completely unusable. It's simply like a DoS attack.

Describe the solution you'd like Let administrators choose which functionalities must be available to users (maybe via groups authorisations ?).

Describe alternatives you've considered An alternative could be to limit number of images to display.
