Already downloaded "available offline" files still require the server until thumbnails have been generated

Available offline photos do not render when opened until the server has generated a thumbnail for the photo even though the file is already on your device. If you set your phone to airplane mode, photos without a thumbnail open up immediately as do photos with thumbnails while connected to the server.

If the file is on my device I would like to not NEED the thumbnail to open it in online mode. Having an option to allow client side generation of thumbnails would also be nice but I can understand if that isn't reasonable.

I have the exact same issue using the latest Nextcloud server (24.0.2) and iOS (4.4.0) versions. I have seen this on my iPhone 6S and on an iPhone 12 mini, both using iOS 15.5. Without any connection to the internet images without a thumbnail show up, but with a connection they don’t render if the server is off.
