[Bug]: User setting bug when on localhost

Bug description

When I try to make a user setting on one chart, no matter if I am logged in or not, I can't make it, plus the error message is not readable.

Expected behavior

If it is possible, make the user setting (it would be nice to do it when signed in, if not signed in idk how it works)

the message displayed should be readable

1. try to make a user setting from a local agent
