[FEATURE] Fix the WhatsApp tag everyone bot

Hi, I'm a GSSoC '23 Contributer.

The WhatsApp tag all bot currently just adds @everyone message in the chat which is not currently supported by WhatsApp. To tag everyone, we need to tag each member individually.

I want to take a chance to work on this. It's not that easy but given my prior experience with selenium, I believe I can do this.
