[GSSOC'23] - QuoteBot for Telegram

I want to add QuoteBot into the repo. The "QuoteBot" is a Telegram bot that delivers a daily dose of inspiration through a collection of random motivational quotes. By simply typing the /quote command, users can receive a beautifully crafted quote from renowned personalities across various fields.
