[DOC] Windows Guide for Devs
We've been receiving feedback from devs building w/ Windows that often things do not work as expected or completely fail. We should create a guide for building on NEAR using Windows and how to setup their dev env.
Hey! I am currently working on article and video on this both to be released this week, will coordinate to synthesize it into a docs section. I've been thinking to separate the "quickstart" section on tabs for each OS with separate process

@flmel , my idea was to have a simple "windows quick-start guide" that explains how to setup a basic windows environment to develop on NEAR. For example:
- install WSL
- add npm
- add Rust
- get near-cli
With those basic tools set up in place, I think that a developer using Windows would be able to continue with any other tutorial or guide that we have on docs. Then if needed we can update the main tutorials or guides with a simple link "If you're using Windows, please check this article if you need help setting up your environment"
