Instructions for Gimp on Windows outdated.

The READMEs say you should drop the file into

C:\Users\YOU\.gimp2.8\plug-ins

That is no longer correct. The new location to drop the plugin into is

%appdata%\GIMP\2.10\plug-ins which translates to C:\Users\YOU\AppData\Roaming\GIMP\2.10\plug-ins
