docs: fix description for responseReboundIPAddrtimeOut

This timeout means that the DNS server will revert to responding with ResponseIPAddr.

I believe we should fix the documentation in the wiki pages as well: https://github.com/nccgroup/singularity/wiki/Using-Singularity.
