Add recognition and decoding of websafe base64 to analysis engine

Web-safe base64 (base64 but with an altered charset to avoid using URL metacharacters) is really common. Let's support it.

Python's base64 module covers this nicely with urlsafe_b64decode(), so this one should be really easy.
