status app url based on app environment variable

Had to update the version of selmer used to add new syntax. The status app url is now determined by the CMR_APP_ENVIRONMENT environment variable. It sets the URL in the site resources for common-app, which are used by the other apps. Will not merge until master builds are green and a green build has run for this branch.
