[Feature Request] Parallel quick convert

This would give us the ability to run multiple quick convert jobs in parallel

Before you tell me to use av1an, av1an can't handle frame count change with filter like minterpolate, av1an also doesn't handle VBR too well.

This feature could be useful when encoding a bunch of videos to a target filesize.
