feature request: Intel Quicksync encoding, arbitrary final fps like 90 and avisynth filters like sharpening

Hello,

It would be great if you could add Quicksync encoding to distribute the workflow. And by final fps I mean the outcome is limited to 30, 60 and 120. 45, 90 and 100 for VR headsets would be cool. I don't know the licensing behind it but avisynth/vapoursynth filters like awarpsharp and others would also make the output look better.
