WEBP Frame output quality is not matching the user selection

Simply put, WEBP frame output turned to Maximum quality mode is actually exporting unbelievably low quality images. 4K frames were coming out at ~55KBs each, with quality worse than Jpeg Low. They should be relatively quality matched based on encoder presets, with WEBP eeking out a size advantage.
