Allow providers to get authenticated data from quality oracle

Quality oracle is going to expose authenticated data via new endpoints: https://github.com/mysteriumnetwork/quality-oracle/issues/76

Providers should be able to pass validation and get the data for his identity. Providers should expose TequilAPI endpoint to expose this private data for NodeUI.
