Tiering to node runners

Running a fleet of nodes requires an extra effort. We could introduce tiering system and it's pros, this way ensuring that node operators with multiple nodes have access to more advanced tools (to simplify onboarding and managing process for nodes) and maybe some extra perks as an inducement.
