Add Bullseye backport repo

Required for https://github.com/mysociety/alaveteli/pull/7575 to get Redis 6.2+.

Not that I have a problem with enabling backports for Bullseye at this point, but is there a hard requirement for Redis 6.2? We're not running Redis from backports in production.

Not needed for https://github.com/mysociety/alaveteli/pull/7575 anymore as I've down graded the version of Sidekiq/Redis used. When we come to upgrade to Sidekiq 7 we can revisit.
