Random selection is biased toward smaller files

I've noticed that the random selection seems to be biased toward smaller files, because a random file is chosen first, followed by a random heading. To fix this, it'd be necessary to weight the file selection according to the number of headings in a file, so that a file with 2 times the number of headings of another would be twice as likely to be selected.
