fix double ampersands in palette names

1st commit for MuseScore 3.3 and later 2nd commit for all MuseScore versions

Would be nice if MDL.workspace would get created on the fly from the xml and the repo only had the xml file. Similar to how it is done in MuseScore meanwhile. Makes changes easier and more transparent too
