When using multiple screens - undocked panels can fall outside the screen boundaries

Describe the bug (Having to record this using OBS to show 2 monitors at same time) This is me showing the Panel behaviour when using a 2nd monitor. In the video, the right side is the main screen (24"), the left is the 2nd screen (13"). The bug is that the panels don't adjust the height (and possibly width) well when moving to a small screen. The height has to be adjusted manually.

Also, the window can be stuck behind the Mac top bar on 2nd monitor but it doesn't on the main one. This results me having to go View > Palettes (as example) to hide then re-appear again. Good thing is when re-appear the window adjusted it not be hidden behind the mac os top bar.

@jessjwilliamson - can you test this again and tell us if it is still happening or whether there are any improvements at all?
