Invisibile frame should not be editable

Description with steps to reproduce

1. Hide frames
2. click and drag on the blank area where the frame used to be (like the title area)

This is problematic because you'd assume that you're clicking on a blank spot do move the score around but you get this undesired interaction.

This also holds for formatting objects like staff spacer when hidden.
