Concert Toms instrument does not produce sound at low dynamics

Bug description

At any dynamic piano or lower, the concert toms will not produce any sound.

Steps to reproduce

  1. Create new score
  2. Add instrument Concert Toms
  3. Add a few notes
  4. Add dynamic piano/pp
  5. Observe as the toms do not produce sound

Same issue with Cymbals and Bass Drum here in this Beethoven polonaise. Bass drum bars move in the mixer as though there's sound, but I don't hear anything whereas Cymbals just doesn't move in the mixer at all after the decay. Snare Drum and Triangle are fine, thus me not having them play in this video.

I have made adjustments to the Concert Toms, Bass Drum and Cymbals and raised a Pull Request with my changes. The changes make the lower dynamics audible while maintaining dynamic range.
