[MU4 Issue] Moving note-input bar works improperly when 'overfilled'

Describe the bug If you have more than 27 items (excluding plus button and gear icon) displayed on the note input bar, and move it to the side of the screen so it's vertical, a few things happen:

• The plus button doesn't work anymore - ie you can't click it (so now you have to use the top menu)
• Some things towards the end of the note input bar disappear so that, depending on the combination of items you selected to display, it will only display 25-27 items even if you wanted it to display more.

To Reproduce Steps to reproduce the behavior:

1. 'Overfill' the note input bar...ie customize it so there are more than 27 icons to display
2. Drag the note input bar to the side of the screen (either side...both produce the same result)
3. See error

Expected behavior The note-input bar displays everything that you want it to...and all the buttons work and are pressable.

Platform information

• OS: Windows 10 64-bit, 1920 x 1080 display

Additional context You cannot get around the problem of the plus icon with a touchscreen either. I'm not sure but it looks, visually, as if there's some maximum height for the note input bar which is causing it to glitch.
