Add new Muon APIs to aid cli tab completion

I'm implementing tab completion in the CLI. This goes well.

It would be useful to have a muon API on photon to get more detailed information out.

Currently, /stream-names, the list of streams that are currently defined in photon.

This will give enough information to implement tab completion for muon replay
