Toggling stopped working

Toggling no longer works, may have been a update to VS that broke it, but not sure.

Visual Studio 2017, ToggleCommentCommand is not executable, Please Fix it, Thanks!

Is this because of the keyboard mapping scheme? I had an issue where this didn't work for me in VS 19 and was resolved by changing the value in <Tools> -> <Options> -> Environment -> Keyboard ->"Apply the following additional keyboard mapping scheme:" I had to change the drop-down option from "(Default)" to "Visual Studio Code". I don't know if this issue could have occurred in VS 17 or not but it's worth a shot.
