New event: getAllEventHandler

Is your feature request related to a problem? Please describe.

This function would return all event handlers for bounded element without restricting it to current resource. Essentially, this function would return a list of all attached event handlers from every single resource and pack it into a list.

Why? Current possibilities are very limited; for my purpose you cannot cancel an event from other resource (cancel it completely - remove all event handlers)

Describe the solution you'd like

Creating an independent map of functions with attached elements might be the perfect solution here. From that every resource could get their exported functions and store it in itself.
