24H2 not downloading cumulative update

we are encounter same issue like here --> https://github.com/mtniehaus/UpdateOS/issues/14 Updates OS is downloading platform updates, defender updates and .net updates but not the latest cumulative update. We are using latest ISO from July from VLSC. We encoutner the same issue with other ISO builds too.
