Provide some sort of interface for providing metadata

@marcus-darden and I were talking and he mentioned the use for potentially pulling metadata in on a per-course basis, e.g. # of lectures attended/watched. For c4cs I've wanted to integrate advanced homework submissions for a while. It'd be nice if there was some generic way to hook into the queue.
