Keyboard focus does not pass on Windows 11

Some Windows GUI applications (e.g., calc.exe) do not get keyboard focus when started from mintty on msys2 on windows 11.

This has been reported previously but mintty on cygwin on Windows 11 is immune to this issue. Therefore, this issue may belong here.

I can confirm the issue. It is annoying.
