Patch reconcilier

This is a feature mainly for the Everdrive 64. It wants patches in ED64/patches named {CRC1}.{ips,aps}. List patches, find associated games in the ROMS dir, and then show:

  • Patches without ROMs
  • ROMs without patches
  • Patch <=> ROM pairings
