Is the translation service not open now?

I'd like to assist in translating mpv.net because I've found that some parts of it don't have Chinese translations. However, Transifex returned a 403 error, prohibiting me from accessing it. Is the translation service not open now?

It seems that stax76 hasn't updated the code on GitHub for about half a year. Is this normal? Or has he already abandoned this project?
