Expose ActionLog data in the public API

We want to expose the data we collect in the ActionLog table through the public API, so that it can be used to build dashboards and fuel our UI.

Note that this table is highly relational, so we'll need to expose other data as well, either before, or as part of this work. Tables include User and Translation, mostly, but maybe also Entity.
