Android does not fetch notes after password change from desktop

[Affected versions]:

• Android and desktop Notes

[Prerequisites]:

• Be using Notes on desktop and signed in to a Firefox Account

[Steps to reproduce]:

1. Have several notes writen in desktop
2. Change password on desktop
3. Install Notes for Android
4. Authenticate using new password

[Expected result]:

1. Synced! message
2. Desktop notes will sync down

[Actual result]:

1. Synced! message
2. Desktop notes do not sync down
3. When the first note is created on Android, it syncs back to desktop but desktop notes do not sync down
4. Continually get the Notes Synced! green bar

[Additional Notes]:

• Bugs that conceal their true nature, like saying they sync when they do not, are morally reprehensible. I say, if you're a bug, own it! Be proud. Don't try to hide it.
