Possibly migrate off of ci-docker-bases

We want to retire ci-docker-bases. In order to do so, all projects using it must migrate their use to something else. Normandy is one of those projects. Whether Normandy should be sunset first, thus obviating this concern, remains to be determined.

See https://github.com/mozilla/ci-docker-bases/issues/322 for examples of projects that have successfully migrated away from mozilla/cidockerbases.

We've now stopped updates to mozilla/cidockerbases:docker-latest and therapist-latest.
