Crash in Bulk Endpoint

Pager Duty Incident: https://mozilla-foundation.pagerduty.com/incidents/PVLLP1E

Cause still unknown, but @simonwex was able to retrieve this log

at=error code=H10 desc="App crashed" method=POST path="/users/571916/bulk"

So for now we know where the crash bug is, but not how to recreate it. We also know that the API goes down for a short period of time when it encounters a crash bug - we might be able to mitigate that with the Node Cluster API.
