Add-on install doesn't appear to be syncing across desktop instances

STR:

Install add-on on my work computer
Ensure that I'm signed in to the browser, and that sync is enabled for Add-ons
Navigate to personal computer, ensure that I'm signed in to the browser, and that sync is enabled for Add-ons

All other add-ons from my work computer are syncing, except for Lockwise. Both Firefox instances are up to date, 67.0.1

Add-on sync only works for add-ons hosted on AMO so that would explain the issue.
