Odd 'connect device' modal state for unverified new accounts

If you sign into sync by creating an account with default sync settings (logins sync enabled), the modal doesn't give much of a hint that the problem is needing to verify email:

If users click the blue link text, the sync preferences page does tell them to verify email, but some users might get lost or confused at this point.

Might be nice to add a third modal step: sign up, verify email, enable logins sync.
