The "Name" dropdown menu lacks a hover effect

[Perquisites]

• The Lockbox 2.1.0-alpha add-on is installed.

[Steps to reproduce]:

1. Open the Firefox browser with the profile from prerequisites.
2. Click the "Lockbox" toolbar button and click the "Open Lockbox" button from the doorhanger.
3. Hover the "Name" dropdown menu.

[Expected results]:

• The dropdown menu button button gains a hover effect.

[Actual results]:

• The dropdown menu button has no hover effect and the cursor does not change into a hand icon.

@changecourse it was not evident from the original designs what would/should be done on hover. Concerned the lack of hover effect is an accessibility concern.
