[BUG] scroll progress is negative in reverse directions

In the following scenarios, the scroll progress value is negative:

1. flex: column-reverse
2. flex: row-reverse
3. writing-mode: vertical-rl

Steps to reproduce the behavior:

1. Go to https://codesandbox.io/p/sandbox/y76dz6
2. Scroll all 3 boxes
3. See scroll value is negative

5. Expected behavior

Doc says the value should be between (0, 1).
