Is this a virus?

When I try to dowland the release (.zip) form this github Page, Chrome blocks the file beacuse it says: Virus detected. And when I Disabled chrome virus protection, windows defender says: New virus found. And it is deleted automaticly from my PC.

it isnt a virus, but windows and google think it is because of what it does
