no-cache build option

Dockerfile does not require the idempotence of the environment so that unexpected cache may be created; e.g. broken modules which is downloaded from the outside may be cached. It is useful if pool supports Docker's --no-cache option by HTTP request.

Plans:

• Support --no-cache option by HTTP header
  • It may be only used by software engineer
