The README file should be updated with credits, proper description, usage instructions, contribution instructions, etc.

I like the idea but someone has to maintain it.

You should submit a separate suggestion/feature request to add a Full Contributors section to the README anyway, please. You can include your suggestion for the all-contributors spec there as well.

It's a little out of the scope of this issue and should be it's own task. It's also something that most anyone looking to help can do.
