Unrelated TVs imported

As far as I can see the TVs are automatically packages from the selection of templates, I couldn't find anywhere to manually select or deselect TVs.

I've found sometimes unrelated TVs from the selected templates are also packages and installed.

I've tested this on a site with many templates where I only package one template, all of its TVs plus others are packaged.

It seems like a weird but, I can't see any errors and I've got no idea how to investigate the cause of this further.
