Add support for devices

- What I did Replacement for #3106 which passes CI.

- How I did it Removed protocol parts from commit https://github.com/moby/swarmkit/pull/3106/commits/8d68df69f6455a81c8b63540ee490de64271e465 and re-added it as new commit which does not cause merge conflicts.

Actual implementation is still from #3106

- How to test it Should be fine when CI passes.

- Description for the changelog

@exilon @alvinweaver @m4rkireland and others who are waiting this. Have you tested https://github.com/allfro/device-mapping-manager I just found that it looks like valid solution for me.
