No relase/tag since 2016

Could be an idea to setup a release/tag, as none is set since 2016. My 2 cents.

Looks like this repo has been moved into the moby main repo https://github.com/moby/moby/tree/master/libnetwork.

The current repo should be marked as archived and a note about the move should be added in the readme.
