Why centralization is undesirable

Section 2.1 says there are three ways (fundamental nature of the internet, lack of checks and balances, and “deleterious effects”), but that last one is a list of 5 sub items. This seems a bit odd, since the first two are also arguably deleterious effects?

All of the points here are good points, but I'm unclear why they are grouped like they are.
