Provide C++ version of the client

Currently the power client is CLI python script and can't be used in diverse environments such as mobile or embedded devices. This task it to create C++ version of the client that can easily be ported to such environments. Also this will then enable to integrate power client to the loadgen (#226).

Estimate time of implementation: 2 weeks.

@psyhtest - This may be an alternative approach to ensure that we can make the client less burdensome on CPU utilization if it eats into performance during the power measurement runs.

I will recommend we keep this on lower priority to other issues that needs to be resolved. Need to balance the contributions across various submitters.
