Profile: display financial aid status for staff

As a staff member, and as a customer support person, I need a quick and easy way to find the financial air review form for a user. I'd like to be able to search and find users in learner search, and then go from there to financial aid review.

If there were a link on the profile page that displayed learners' financial aid status, and a link to the financial aid review form, it would make it much faster for me to review and update learners.

Acceptance Criteria:

• [ ] Add a card to the learner profile for learners enrolled in a FA program
• [ ] The card should display the current state of their financial aid request.
• [ ] If there is no financial aid request for the user, it should display a message
• [ ] The card should include a link to the financial aid review form with the current learner displayed
