Add support for W65C816SXB dev board from WDC

Outputs a binary that can be run on the dev board and uses the USB port for serial communication.

Tested with simple loop (infinite and for). I am a bit new to this so I don't know how to truly verify everything works.

At the very least it provides a starting point for anyone buying the dev board.
