Plugin deactivated when opening QGIS

When opening QGIS, plugin stay deactivated and I have to activate plugin almost every time I need to load tile layer. It forced me to check all required layers im my QGIS project and load again tile layers. Maybe it is connected somehow with this plugin directly, because there is no problem with other plugins in my project. I wonder it's possible to fix, because I'd like to create maps automatically in prospect. My QGIS version is 2.18.4
